he East Lothian Community Planning Partnership (ELCPP) is developing an innovative strategy for the county which aims to make sure that all local services truly meet the needs of the people who use them or who are affected by them. This is part of the Single Outcome Agreement (SOA) required between each council and the Scottish Government.
SOAs are agreements which set out how the council and Scottish Government will work in the future towards improving life for local people in a way that reflects local circumstances and priorities.
The purpose of the SOA is to identify areas for improvement and to deliver better outcomes for the people of East Lothian and Scotland, through specific commitments made by community planning partners and the Scottish Government.
Unlike many previous approaches, the SOA focuses upon outcomes - the results for, or the impact on, the community - rather than specific processes or initiatives. Fundamentally the SOA is an agreement between the East Lothian Community Planning Partnership (ELCPP) and Scottish Government establishing what needs to be achieved, rather than how to achieve it.
The partnership is made up of representatives from public, private, voluntary and community organisations from across the county. The East Lothian Single Outcome Agreement 2009-2012 (SOA) being produced will highlight key themes for the county and bring together the policies and plans for all partners. The themes are: Children, Young People and Education; Housing & Places; Environment; Community Safety; Enterprise & Skills; Health & Social Care and Tackling Poverty. The SOA will be signed off by all partners in May and then submitted to the Scottish Government.
Cllr. Barry Turner, who chairs the ELCPP, explained:
Although the consultation is with people and organisations already involved in working groups within community planning others can give their opinions on the draft to their local councillor or Community Council by mid April. I hope that many individuals, groups and organisations take the opportunity to comment on the paper and provide suggestions towards the final plan. ELCPP is committed to setting out and agreeing a number of priorities we need to achieve over the next three years in East Lothian and so it's important that as many people as possible contribute towards this plan. This is an exciting initiative which can bring about real improvements to the quality of people's lives.
